AfetrEffects 19, in my new project (heavy) I cannot normally move on the timeline with the "full render" mode turned on, in draft its ok. It takes about 7 minutes from 1 click, then you need a second frame and another 7 minutes . When this "render" occurs, the computer's power is not used at all - CPU - 1%, GPU - 1%, ssd - 0%, network - 1 % - wtf?

It is hard to say what is going on when we can't see what is going on. AE behaviour that you described can be something really weird and wrong in some projects but it can also be just ok in other. All depend on what kind of project you try to open, how complicated and how built. And without knowing anything about project it is hard to tell you if you are doing somethiong wrong, or maby AE is glitching or maby that is just how that project was built.
