After Effects 2020 Keyboard Shortcut missing? (After Effects 2020 on Windows 10 PC)

Hey everyone, this is such a noob thing but I can't figure out for the life of me the keyboard shortcut for selecting the layer above or below in the timeline.

I'm on a pc and everything I have googled says 'control + down arrow' (or up for the layer above). But that doesn't work.
I've tried every control, alt, shift, variation of pressing down or up and so on.

Once that didn't work i went into keyboard shortcuts with the idea to just find the command and map it to a key - BUT I scrolled through every shortcut and couldn't find it/figure out what it is called.

Could someone please let me know what the commend is called so that I can find it and map it to a key.

note - I have a standard keyboard and the language is set to english.

Ctrl/Cmnd + up or down arrow with the Composition Panel or the Timeline selected moves up and down one layer at a time.

 

Alt/Option + Ctrl/Cmnd + up or down arrow moves a layer up or down in the timeline so layer 2 becomes layer 1 with the up arrow or layer 3 with the down arrow.

 

Add Shift + Alt/Option + Ctrl/Cmnd + up or down arrow to move a layer to the top or bottom of the layer stack. 

 

Shift + Ctrl/Cmnd + up or down arrow selects multiple layers in order, Cmnd/Ctrl + click selects layers in the order you want them to be sequenced or rearranged, then cut and paste changes the order. Ctrl/Cmnd + click to select a bunch of layers with layers in between, then Alt/Option + Ctrl/Cmnd + up or down arrow moves the selected layers to the top or bottom of the layer stack while maintaining layer order.

 

That should about cover it.

The shortcuts for selecting a layer above/below the CURRENTLY SELECTED LAYER work as expected on my end. Ensure you have a layer selected.

 

You are correct that Select Next Layer is not found in the KSV. There seems to be a bug where CTRL + Up/Down Arrow are written as Select Next Effect which is also what the Up/Down Arrows do. Please file a Bug Report.

In your Bug Report, please add a note to let them know that Select Next Layer should be available within the Timeline section.
