Why. 
I've done reinstalls, cleared cash, reboots, drivers all the normal stuff. Happens in OpenCL and CUDA
Sys specs:

I9 12900KS

3070TI

64gb 3600 ram

Samsung 970 SSD

AE 22.5

Windows 10: 19044

Does it happen on multiple projects? What are the details (frame rate, frame size, format/codec) of the footage you're working with? Also, when exactly does the error appear? Is there anything that triggers it?

Yes, it happens in any complex project. This one in particular is in 30 fps, working with prores 422 in 1080p. This happens whenever i make an adjustment to a parameter in lumetri color or in the CC vignette. By clicking and dragging a value, it will often lock up giving me that message. 

Once it does, the project completely freezes. switching rendering engines doesn't fix it, and even after reboot it will not load the preview at all.
