Animated transition

Hello, I'm wondering how this transition was made? (see video attached) How does someone move the video down so smoothly? Is this doable in After effects? Thanks!

Very doable - you could create this on a single layer.
Add the effect CC Repetile, which allows you to tile an image like this - just modify the Expand Down and Expand Up properties.
Then add the Offset effect and animate the Y value. 

It looks like the actual motion on the cloud is likely just looping a few frames from a piece of video footage.
