Greetings to all creative little people. Could someone please help me how to make this particular audio visualizer in Premiere or After Effects? Thank you very much for any help.

There are 3 things going on here.  The low frequencies of the music track (mainly the low end synth and kick drum) are driving 3 effects.

1 - Rotation and scale of the still.

2 - Changes to an RGB chromatic aberration effect

3 - Generation of a waveform at the bottom of the frame

 

After Effects has a built in tool to convert audio to keyframes, but you will need to process a copy of the audio to remove the upper frequencies, isolating the kick drum as much as possible.  

 

Trapcode also make a plugin that can automatically do the frequency seperation and generate keyframes, but its not cheap.

You'll need to apply a chromatic aberration plugin, or do that manually with built in tools.  Here's  a tutorial that epxlains how you can do the latter:

Once you have generated keyframes from your audio, you'll need to use an expression to link value increases in the audio keyframes to the scale and rotation parameters of the footage layer, and to the amount of chromatic dispalcement in the aberration effect.

 

You then need to generate a waveform from the audio keyframes.  There's a few good ideas here:
