Hi,
I'm presently using Adobe after effects 2015.0 Release.
I use it to animate videos and When I try to set the frame rate above 99, After effects is setting it back to 99.
I came across that Adobe after effects 2017 version allows you to set frame rate up to 999.
Can someone suggest me what version of after effects with least errors is best suited for me to purchase ? It would be of great help.
TIA.
I'm not clear what you mean. Since AE CC is part of Creative Cloud, you already have access to all other versions after it. feel free to install whatever you like.

Do you understand frame rates and media players? It's highly unlikely that you will be able to get anything above 60 fps to playback smoothly on any system. A frame is a frame. Frame rate determines playback time. I worked on a project that included 25,000 fps footage in version 3.1 of After Effects 20 years ago and didn't lose a single frame. To give you an answer to the question on frame rates we need to understand what you are trying to do. Almost everyone that did not come from a film background does not really understand how frame rates work.
