I have this wave that I want to animate (I dont want to start from scatch; I want this specific one), either just the wave moving or it going from a straight line to this exact wave. What's the best way to go on about this? I'm a bit of a beginner.

You can use the Offset effects or Trim Path to animate this.

Instead of just the whole vector moving, i meant the 'wiggles' of the wave. But i'm not even sure this is possible without just making the line in after effects

The most efficient way to animate a line from one precise shape to another is to use Illustrator to create a blend between the two lines, expand the blend, and then release the layers. These two old tutorials I created years ago to answer similar questions on forums will give you the workflow:

That workflow will give you complete control over the changing shapes you need. To control the number of frames in the animation, you can add as many steps in the blend or as many interim shapes as you like.
