im working on a project which has 250 comps in it
they were all created at 25fps
but i have recently realised that the output needs to be 30fps
is there any way to get it all to 30fps without having to individually go into each comp?
If there is footage in the comps make sure you can live with any differences in frame rates. If you have 25 fps footage and you change the comps to 30 or more common for NTSC countries 29.97, you are going to end up with blended frames. The timing and the audio will still be in sync but the footage may have problems that can only be mitigated by making sure the frame blending is properly set.

thanks for that
i need to conform all of the footage in the project to 30fps, so as not to have any blended, or skipped frames.
that is actually the reason for it.
i am setting each piece of footage to conform to 30fps as i import it, but i just want to be sure that the comps are 30fps all the way up the tree so as to avoid any possible artifacts. although with that said, it appears as though as long as the export comp matches the footage it seems to play back fine, but there are times when i need to loop the lower comps so i need them to match the frame rate of the footage for that.

If you change the frame rate of the footage you change the timing. Your comps will also need to be longer to accommodate that change. Any audio in the comps will now be out of sync. If you change the timing of the audio there will be a change in pitch that some folks can hear.
Here's another problem you will have to work out. If you have an animated layer that contains a movie and action in the movie stops at 2 seconds so you stop motion of the layer at 2 seconds when the comp frame rate is 25 and the footage frame rate is 25, changing the frame rate of the comp to 30 will not move the keyframe or the end of the animation. That will still happen at 2 seconds, but the action in the movie will now happen at 0:00:01:20 so it will 10 frames earlier. You are out of sync.
Unless the project is hypercritical I would NOT change the frame rate of the footage. Set frame blending to optical flow and check a few frames, or set it to frame blending and live with the change. There's not a single viewer that I know of that complained about a PAL produced program (like Downton Abby - my wife's favorite) which was shot at 25 fps but broadcast in the US at 29.97 fps. I won't go into the entire process of slowing 25 down to 24 and introducing 3:2 pulldown so it can be shown on US TV, but the average audience cannot tell the difference.
If on the other hand, you have to deliver pristine frames for further processing to a client then you are stuck with a bunch of work. Just changing the file interpretation of the footage and the frame rate of the comps is not going to solve sync problems if any animation has been tied to action in the movies. This includes motion tracking, camera tracking, rotoscope, and the timing of effects.

i am creating visual loops for display on very large LED panels on stage for a tv show
they are repetetive loops (10, 12, 15, 20 seconds long) we have noticed skipped frames and stuff whenever using footage of differing frame rates in the past, and when it is baked into some footage it can be very frustrating. so we opted to conform all of the frame rates to the ideal frame rate that the screens seem to want to work at from the get-go , just for peace of mind.
interestingly our cameras work at 25fps, but the screens go at 30fps, but, for some reason unknown to me, this isnt a problem for banding etc...
yes ,i do understand that the keyframes etc will not move in this situation, but im really working on a template here that will be a blank palette to work with. i want all of this to be uniform, which is one reason i need all of the footage to be uniform too
