Hi, I imported a green layer from Illustrator with the colours #009900 RGB 0,153,0
When I export the video file from After Effects using Media Encoder to a H.264 video file, the colour changes to #01a400 RGB 1,64,0
Could anyone please offer any insight why this is and a way of keeping the same colours?

this could be a number of things. to help narrow it down, import the video back to Ae - does it look the same as your raw project? if so - everything is fine but your player/browser that is viewing the video and is showing it differently. nothing to do about that one since every browser can see it a bit differently (not to mention every monitor)

Just accept it. Compressed video reduces the available color space and as Roei already said, from differences in browser rendering engines to specific hardware acceleration differences for page rendering and video playback to more generic things like 95% of people not using calibration and color management on their computers it is simply impossible. Your logic is already flawed in that you begin by trying to enforce a "pure" color with zeroed out color components, which never works, given that H.264 uses chroma undersampling and at any given point the combined color information may deviate. You have to take a liberal attitude to those things or it will drive you bonkers. As long as it looks okay, you should be happy and not get worked up on sticking to exact numbers.
