Does lowering resolution speed up rendering?

If I have a 1920x1080 project and I render the AVI at 1280x720, am I making the render faster (i.e. smaller frames, less data) or slower (i.e. still rendering at full-size but doing an extra step of scaling each frame)?

Yes, there is extra time involved in scaling it down.  But the amount of time should be negligible.
