Effects not working when both 3D and Collapse enabled

Hey guys,
I'm using AE version 16.1.1 (Build 4)
I'm trying to get a flat stroke to show over my 3d layer.. However whenever I activate 3D and then the Collapse switch,
All the effects I've applied to that 3D layer dissapear!  Very confusing.  Any help is appreciated.

Precompose the 3D layer and apply the stroke in the precomp. 

Since you mention the Collapse Transformations switch -- often used when scaling up an Illustrator layer -- you should do your scaling in conjunction with the switch in the precomp, and then apply the stroke.
