How are they creating the effect where they pan back from an image and different parts of the image

Look up the term "cinemagraph" in a web search. You basically simply slice & dice an image/ a bunch of images, patch in teh resulting holes and arrange everything as a 3D scene or 2D parallax layer setup, depending on the specifics of the shot and how much motion there needs to be. Beyond the laborious task of creating all the cutouts and preppingt the files in photoshop it's really basic AE stuff, with the key being a well-planned and finessed camera move.
