How to add glow on the edges of a transparent shape layer?

I can't add glow on the edges of a transparent shape layer like this! help me pls

That looks like Drop Shadow applied to a Shape Layer that's using a duplicate of the Shape Layer as an inverted Alpha Matte.

Besides Warren method, you can also add an outer glow as a layer style, setting the "Fill Opacity" to 0%:
