How To create layers from portions of another.

I want to create a clip of a person walking out of thin air. I have a photo of the play I want them to disappear at and I have their motion. how do I select the spot I want the to disappear at, and take it a layer above them. Also how can I select a portion of a clip to become transparent to reveal another bit of footage in the transparent spot.

     Sorry I am new.

I'm not sure if I understand your question but if you have a shot of an empty scene and the same shot of a scene with a person walking you can put the empty scene above the scene with the person in the timeline. You can select the empty scene and double click the rectangle tool to create a mask outline. You could then double click on the colored outline and this will allow you collapse (drag) the left or right side of the top layer to where you want the person to appear from.

I made this for reference, I want to make that selection in green transparent so that I can have a clip from appear from behind, but only in the one spot. I'm editing a skateboard video and I want to make him go off a ramp and when he hits peak, I want him to slide out. I don't want it to be sudden disappearance I want him to glide onto the blind spot. I'm doing this for a transition so he will drop out of a blind spot in the next clip. RobShultz​

You could select the layer that you'd like the transparency in, then use the rectangle tool to mask the rectangle. You would have to go in to the timeline where it says mask one and check inverted.

Place the video with the skateboarder underneath this layer in the timeline.

If you like you could also select the layer that you masked and type the keyboard shortcut "f" and adjust the blue numbers by feather to soften the edges of the mask.
