How do i make that washed out blurry effect like in this video? Timestamp 2:17:50 - 2:18:25.

That is nothing in that sequence but compression artifacts. No effects have been applied. I did not see anything in the other sample you gave either. Just a little motion blur and some compression artifacts.
If you want to add a blur effect on a face you add an adjustment layer, add a mask to the adjustment layer, animate the position of the adjustment layer over the area you want to blur and then add your blur.
This is really basic stuff. You'll never figure anything out by just asking questions

I don't see what you are talking about at the times you indicated. I suggest you find it and post a link to the video at the current time so we don't have to waste a bunch of time looking through footage.
You could also just post a screenshot by hitting PrintScreen and then paste to the forum (windows) or drag it to the reply field.
You can put a blur on an adjustment layer then create and animate a mask to move it around. That's really basic stuff.

i think you mean motion blur? so to add motion blur on a video file in AE you can use the CC Force motion blur effects or the best way is to use a the third party plugin RSMB https://revisionfx.com/products/rsmb/after-effects/

For an explanation of CC force motion blur just type force motion blur in the search help field in the top right corner of AE and read the documentation. Apply CC Force Motion Blur to the footage then spend10 minutes with the User Guide and a little experimentation is all that it would take.
You can also use Pixel Motion Blur. It has almost the same controls but in many cases the addition of Vector Detail will give you a better result. There is a food tutorial that will appear right at the top of the results if you use the Search Help field in the top right corner of AE. Do not use the Help Menu, use the Search Help feature.

And no, you don't add both CC Force Motion Blur and Pixel Motion Blur. Use one or the other to add additional motion blur to the footage. Did you even look at the tutorial I posted?

You posted a similar question earlier in the week, and my response is the same. There are DOZENS of shots in the 2 minute segment you've referred to. AS I said previously, and Rick has said above, please post some specific stills of the look you are referring to.
Overall, the stuff you've linked to doesn't look spectacularly effected. Just a slightly muted colour grade, which could easily be achieved in an editing application like Premiere, rather than using After Effects.
