I'm just letting you know.  That "20th Century Fox" logo you see at the start of the video?  That's to let you know it's the property of 20th Century Fox.  The reason the video skips the way it does is so that it will be harder for the uploader to get caught for their illegal upload and have their account banned.

How many times are you going to ask the same question? Those are just cuts, and that video will probably be gone in a few days because it is an unauthorized use of copyrighted material. Just because it is on YouTube doesn't mean it's not stolen or true.

All this talk about the illegal video aside, I don't really see the effect you are looking to achieve here.  What choppy video?   I see poor quality but not going to watch it from :30 to the end.  However, you can go to youtube and search good choppy video tutorials for after effects and I'm sure you'll find tons of stuff.

As has been stated several times above these are just basic cuts..there's no effect.  Unfortunately AE has a bit of a learning curve.  If you do not take the time to learn the basics you will not be able articulate even what seems to be a simple question (or understand a simple answer).  Dave left you a link for some beginner tutorials.  You might also read up on the basics of video editing to learn some terminology.  While this IS a place to get some specific questions about AE answered, it's not a place to come and ask how to use After Effects and expect get anything other than a link to some "getting started" videos.   Also, when you open AE you are presented with some links to start learning the software.  You should use them.  Learn the interface. Learn some basic terminology of video editing then you can start impressing your friends.

If you have a specific question then take an (uncropped) screenshot of your project and drag and drop into the comment field.

However I suspect AE is a little more than you might be requiring.  Here's some free video editors that might be better suited for you.
