How to export AE animations to SVG SMIL

does AE have any option to export to  SVG + SVG SMIL ?

No. Ae can't import or export SVG.

There is the Bodymovin' thing (read about it here, get it here, or - if you want to be really nerdy - there's the GitHub for it here).

If you're wanting to do it with mobile apps, you can use it in conjunction with Lottie. You can read about and download Lottie here and here.
