Any ideas on how to make this? I have been tring for hours but not getting anywhere.

Just need to animate a few more parameters and add some expressions.

I would try to do it with echo effect like this. just do some animation to the rotation and scale properties and add echo effect with some instances (like 12 in my example) and set the drift lie 0.060 (or minus) in my example
