I only need 10 - 12 bills to fly out the car infinitely, but I can't go any lower than the birth rate 0.0315. What can I do?
Fixed it, turns out my texture layer was connected to a bunch of bills rather than one bill

You can control the number of particles by setting keyframes for particles per second and adding an expression. In this example, I set the first and fourth keyframe to .07 which was the lowest number that would generate particles in a 29.97 fps comp. The second and third keyframes are set to zero. There are 2 frames between the first and second and two frames between the third and fourth. I added a simple expression: loopOut("pingpong") to the birth rate so I didn't have to use more keyframes and adjusted the spacing between the second and third keyframes to get the particles to look the way I wanted them to look. A few more tweaks and I have a fairly slow-moving stream of money that isn't loaded with bills.
