Imported Footage Weird effects

So I have used after effects for awhile, but just updated recently to the 2019 version. However, when I did this footage that I have used before and re-imported to start on a new project now has vibrant green/pinks all over the screen, rending my footage more or less useless. When looking at the AVI of the footage, it looks normal, but when I attempt to create a composition these effects occur. Any idea on how I am able to fix this issue?

You are probably importing highly compressed MPEG (MP4) files. The solution is to try loading the files into the Adobe Media Encoder and then render them to a suitable visually lossless production format. MP4 files are not suited for production or production masters unless they come from professional equipment and are visually lossless and intraframe compressed. MP4's from consumer cameras, smartphones, and files downloaded from the internet are interframe compressed (at best every 3rd frame is a whole frame) lossy, and subject to all kinds of decoding problems.

1. Check if you are on newest version of AE - 16.01
2. Update your GPU drivers
3. Turn of CUDA (mercury render engine)

If nothing will help do what Rick said - convert your files to gfood intermediate codec and use those files in AE. To be honnest even my advices will work I recommend you to do that because those intermediate codecs are not so CPU intencive during playback as f. eg. pm4 or mpeg.
