Is there an effect layer? Apply effect onto all layers

Are there any transparent layers, that when you apply on effect to them, apply the effect onto the other layers behind it? I don't want to apply the same effects to every object, that I have.

Yes - an adjustment layer.

Layer menu > New > Adjustment layer.
Apply your effects to that layer and they will affect the layers below.

 

While this is a good approach in many cases, it may not be the best option every time. Another option would be to pre-compose your layers and apply the effect(s) to that pre-comp layer.
