After effects seems to always have this issue when using an external monitor as video preview monitor the image is not as crisp on the comp, it looks like there is an issue with scaling, is there any solution to this issue? I am using AE of a Mac

You really need to provide more information to solve this problem. First, what do you mean with video preview monitor? Is it the monitor you put the composition/layer/footage panel on? Or is it the monitor you preview on via Mercury Transmit? Did you check monitor is running on its native resolution? Did you check the view resolution in the composition/layer/footage panel is set to full and the scale is set to 100% (or 200% or 50%) and not to 'fit' or some random in between precentige? How about the pixel aspect ratio (PAR)? Is your comp square pixel? The layers, are they set to subpixel scaling?
Any of these things can influence the way a preview is rendered on screen. My guess based on the screenshot is that the scale of the composition/layer/footage panel might be set to 'fit' and not 100%
But there is not enough information to go on.

Hi thank you for your replay, I meant Mercury Transmit I thought it was clear, there is no way to control the scaling when using Mercury Transmit, when moving a comp pannel there there is no issue

Interesting... I'm not sure how the Mercury Transmit handles resolution differences between comp and monitor. Since the Mac by default runs in some sort of HiDPI mode these days, you might want to check what resolution the Mercury Transmit displays when selecting the preview monitor and check it it matches the native resolution of the screen or some HiDPI mode (which would display a lower then native resolution in the Mercury Transmit panel). To make sure the monitor is run at native resolution by the Mac you can set the display to the 'More Space' option (the one most to the right) in the macOS Display Settings (instead of Default, which is not equal to Native in lost of cases). Not sure if it will fix the problem, I'm not sure how the Mercury Transmit engine will take care of the correct scaling from comp resolution to monitor resolution, but at least then it's not the HiDPI mode that's causing the problem.

Agree with what Thaumar said. I am using an external monitor connected to a MacBook Pro and the text is not crisp in any of the apps (not just After Effects). Can you check if it's happening to you as well?

That preview looks like you have a magnification ratio set to 400% or Comp Panel Resolution set to something less than 50%.
