assuming you mean after effects:

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/

p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

Could you have accidentally disabled these effects with Effect Manager?

Since your are not finding these effects in the Effects & Presets tab, select a Layer and then check for Effect > Expression Controls > Angle Control and Effect > Expression Controls > Slider Control.

My apologies. I was trying to do stuff in Premiere Pro that is done with After Effects.  Sheesh. Thanks everyone. It's tough being a newbie.

You're not too far off.

If you make use of these effects in After Effects, you can import the corresponding Composition into Premiere Pro and they behave very much like a video clip in your Timeline.  Or, select a clip or clips in your Premiere Pro Timeline and then right-click and choose Replace with After Effects Composition.  Whatever you do in After Effects show up where the resulting Comp is in your Timeline.
