Ok guys here is my problem...
I created this png logo image with different sections using photoshop. As you can see, each section has different mask colours, but I'd like to convert the png image to shapes so that I can create stroke outlines out of each shape.
I want to be able to stretch each "stroked outline section" like the video from this guy below:

There are two tutorials in his video and I am trying to learn the second one that starts from 6:24 on his video. In his video he was able to right click and create shape from text. But in my case im not using a text but an image. So I'd like to know how I can create shape from each mask sections of the png image so that I can follow the rest of the tutorial. I only need a step by step explanation to know how to covert the image to shape. So what do I do pls. Thanks

You can simply paste the paths from your existing layer into new shape layers.
Twirl down the Mask 1 item in the timeline window, then click on the words Mask Path and copy.
Now you need to create a new shape layer with a path. You can do this manually, but the easy way is to just make sure no layers are selected, then click anywhere in the preview window with the Pen tool. This will automatically create a Shape layer with a path in it.
Twirl down the Shape Layer to reveal the Path parameter. Click on the word Path and paste.
Mask 1's path should now replace the Shape layer path.
Do the same again for each mask in your original layer. You can add them to individual shape layers, or create new paths within the same Shape layer and paste them there.

I have been able to copy mask 1 into path 1 in shape 1
so how do I create a shape 2 with a new path but within the same shape layer to copy the second mask?

Easy, just click the Add button and select Path. You can create Groups to help organise and effect multiple paths.

For this type of animation, you want a path with as few points as possible.
Consider copying and pasting your paths to Illustrator to simply them (Object > Path > Simplify...). You can then copy and paste the results back. Although, fair warning, it can take some practice if you've never done it before.
Or better yet, recreate your logo from scratch as Illustrator artwork. You can then import that and turn it into an AE Shape Layer with much cleaner paths to start your animation with.

I followed your suggestion and re-created the logo in AI and imported it back to AE

but now I am stuck at 7:27 on the video tutorial
when I slide the slider on the timeline, it doesnt affect the animation

Looks like you only have one keyframe for each Path. You'll need at least two.
In addition to that, you'll need to get the hang of selecting individual points on a path. That can be a little tricky, especially if you're coming from Photoshop or Illustrator that have a separate, Direct Select Tool.
