You have the Work Area defined to the three second segment that's visible in your timeline window. By default the Preview function only previews the Work Area.
Select the timeline window, then press the minus key until the entire time line is visible. Then move to the beginning of the timeline and press B to set the start of the work area. Then move to the end of the timeline and press N to set the end of the work area. Now you should be able to preview the whole timeline, depending on your RAM availability.
Alternately, you can select "Entire Duration" in the Preview pane.

Its set to that area as I cant select any other area. When I try and set the time to 0 it resets it to the start of this segment and changing the preview range does nothing.

It sounds like you've inadvertantly changed the duration of your comp, probably by accidentally using the Composition > Trim Comp To Work Area function. (Shortcut is Shift-Command-X)
It can be a bit tricky to reverse. Go to Composition > Composition Settings and change the composition duration to your original duration. Then select all layers (Command-A) and drag them all to the right until they are in the correct position in time. You may have to trim some of the layers in and out points to get them back to the way they were.
