Please show us a full-sized, UN-KEYED still of the problem point in the clip so we can check the lighting.  No effects applied. The whole vertical & horizontal size, unadulterated.

Also please provide this information: the identity of the camera that shot it and the frame rate of the problem clip plus its media container & codec.
