Repetile and rotation?

I want to repeat this circle rotating and have the other ones stay in place. I tried doing repeater but it moved all the circles, so i thought to use repetile. Now when i use repetile, it does this bouncing with the circles when i have a rotation set. Is there a work around for this or another way to repeat the shape without having to have a ton of circle layers? The only other thing i could think of is somehow using trim paths and then repeating the circle. Thanks in advance!

Your circles are "pumping" because effects used the layer size and yours is obviously not square. You need to create your circle in such a pre-comp and repeat it in the parent comp.

One of the Ellipse transform properties, or the Ellipse Position property, is fouled up, so the Repeater is fouling up.

 

You don't need RepTile. All you need to do is put the Repeater below the Ellipse at the same property level. You do this by selecting Contents instead of Ellipse when you add the Repeater. If the Ellipse is in a group, select the Group before adding the Repeater.
