Setting a delay on 'repeater' animation

I've made some vertical lines using a repeater like the below screengrab.

I've animated the vertical scale property.

I'd like to set a delay, so that it doesn't move onto the next line until the current one has reached 100%

Is this possible using this method?

No. You have to animate the lines separately or use trickery like controlling the timing with pre-composing and an effect like Time Displacement.
