Is there any way to make the shatter effect work in a way where as individual pieces have been shattered for longer, they either change color, or decrease in opacity? Almost how CC Particle World works. If not, is there any workaround I could do?

The only option I can think of would be to create a random opacity fade using Fractal Noise or something similar as a track matte for the original layer, then pre-compose both layers and apply Shatter to the Pre-comp.
