Hi guys.
I filmed my actor on a green screen spinning a lot, then I speed up the clip in after effects, but I would love to achieve an effect like The Mask, when he's spinning with that kinda motion blur.
Is there any way I can achieve that ?

Composition menu > Composition settings ... then select the 'Advanced' tab.
In the motion blur section set the Shutter Angle to 720 degrees. That will give you exaggerated motion blur compared to standard settings.

Literally no difference, and I see no difference with motion blur on or off, because the clip isn't an after effect animation, is a person spinning on a green screen, and then speed up

The Motion Blur in AE is based on the velocity of the Spatial Keyframe Interpolation. You're doing a temporal adjustment.
Try applying the Echo effect instead.

If you enabled motion blur and jacked up the shutter angle to maximum and the layer is moving at a decent speed crossing several hundred pixels in a second then you did not turn on motion blur rendering in the timeline or enable motion blur on the layer or both.

what Op is saying is that it is the video itself is in need of MB, not keyframe animation - so native MB won't help here, it needs a MB type of an effect like CC Force MB or Pixel Motion Blur. I recommend you use Pixel Motion Blur effect which is more aimed to work on video (than CC Force MB which is more aimed to work on effects) although both can work on video.

Yes - sorry OP, I misinterpreted your situation - I initially thought you were animating the layer, but you want blur on the content.
That requires a completely different approach - as per Roei's suggestion.

as Warren said, Native MB won't help you with video (or effects). there are other effects you can try like CC Force MB. here's a tutorial for a similar effect to the one you are trying to create

Anyway, I solved it by cheating with lots of tricks and I got this:

I'll echo my recommendation of applying Echo. But then again, if a good result has been achieved, that is good news.
