Unspecified Drawing Error when using Puppet Pin Tool

I'm having a recurring issue where I get an error message reading "Unspecified Drawing Error" when I apply a puppet pin to a layer.  It happens on all the layer types that I've tried including Ai files, shape layers, solids, precomps, etc.

I'm on Windows 10 and am using After Effects 16.0.1.

It seems to have something to do with Windows as I can take the same AE project to a Mac and use the puppet pin without issue and it will still work when I bring it back to Windows but as soon I as I try to manipulate the puppet effect I get the same error and have to delete the instance of the effect to continue working.

Edited to add:  I've tried some of the common fixes that I've seen and none have worked so far.  These include resetting to the default AE workspace, closing the audio panel and turning off gpu processing.

What are the specs on your system - processor, hard drive, gpu?

It's a Dell Precision 5820, Dual 3.7 Ghz 8 core Intel Xeons, Dual Quadro P5000s, 128 GB RAM.  

The system is less than a year old and shouldn't be the issue but it is operating in an enterprise environment though I wouldn't think that would affect Adobe software.
