What program do you think made this

I am posting this here because I think maybe the person did this in after effects. I do not know because they will not say of course.
I thought maybe someone here could maybe tell me if it was after effects or another program.

Hi, it could be made in After Effects but whether it was or not I don't know. There are several programs which make pictures talk, such as CrazyTalk Animator.

Easily done in After Effects using a script/effect from my friend and scripting guru Mathias Möhl he calls Auto Lip Sync. It is well worth the $40. I've had it since it was released, and even though I seldom use it, it paid for its self before I finished the first shot. My projected 4 hours took less than 15 minutes.

Maybe with a little care you can achieve it with Puppet Tool so you save a little money.
