When i add blur i see lines in my video

After blurBefore blur

I add blurriness 19 my video had lines but i changed blurriness to 25 its gone. But when i make blurriness 19 i see same problem.

Also i tried render but it didn't change.

This looks like a graphics card / driver issue.

Try: File menu > Project settings > Video rendering and Effects : set to 'Mercury software only'

You may also want to see if you can update your graphic card drivers,
