Why AE program can not open

That actually looks like a low budget notebook without any dedicated graphics processor, so you may be back to the old "intel integrated GPUs are terrible" thing. As usual start by updating the driver. Also, since this appears to be a UMA/ shared memory model, dig into the settings and allocate a fixed amount of video RAM of at least 1.2 GB to the GPU.

Without any system information and possibly the crash info/ log we really can't tell you anything. The usual standard solutions apply: Make sure you run with sufficient user privileges and ensure all files and folders are accessible, update all driver. Everything else will require much more information.
