Why Is My Transparent Layer Still Blocking Everything?

TLDR: i have two layers (A and B) and each has a mask. The masks dont even intersect but for whatever reason layer A is still blocking layer B that is  underneath

I'm having a bit of trouble understanding what you're trying to do but would duplicating the layer with the mask and moving the duplicate over the streaks help?

Your mask is set to "None".
some effects will disregard that mask and generate the image outside of the masked pixels. If this is the case, use a TRACK MATTE to clip the pixels instead.
