Why Preview TimeCode doesn't show complete FPS?

Hi,

Composition is set to the following:
Duration: 30 seconds

FPS: 24

I wanted to clarify if this is an APP DEFAULT or is my AFTER EFFECTS problematic. My question is this.....
I look at the PREVIEW TIMECODE and it only shows up the last 23 frames of my animation (COMPOSITION set to 24FPS) so I pressed CTRL + FORWARD ARROW KEY and a BLANK SCREEN APPEARS at exactly 30:00seconds.

My understanding is that my last frame in the timeline should display at 30:00sec and not 29:23sec right?

I'm not sure what is happening. Thank you guys! PLease see the attached screenshot.

Wrong!  Why? 

Because Your comp starts on frame ZERO.  It does not start on frame 1. 

The digits 0-9 are ten digits. 

29:23 is the final frame in a 30-second 24fps comp.
