That's stange!

I checked the Windows help and it says "There's no keyboard shortcut to open Snipping Tool": https://support.microsoft.com/en-us/windows/open-snipping-tool-and-take-a-screenshot-a35ac9ff-4a58-2...

Could you check if the shortcut is setup correctly inside After Effects?

Please try re-setting preferences:

With After Effects closed hold down shift/alt/control and click on the icon to open the app. Keep holding the keys and let your system make changes. Then re-open the project.
