Directional blur already extends beyond the edge of a layer. Try creating a small solid shape layer or text, then apply Directional Blur. The blur extends past the layer boundaries and even masks.

If you apply it to some footage that is full screen then the edge pixels are not repeated - you just get transparent borders that then come in to your footage.

If you want to fill in the edges instead of blurring them, you will need to either scale the layer up or pre-compose and then make the pre-comp larger than the original comp and fill in the background.

The Fast Box Blur, Channel Blur, and Gaussian Blur effects all have the Repeat Edge Pixels option which is what the thread author is asking for. I agree they should be consistent.
