Business use of individual licenses?

I have read lots about this on these forums, but I still have a question concerning the terms covering individual licenses owned by a business. 

I know that individual licenses can't be transferred, but given that all of the licenses that a business buys belong to the business, not the individual employees, if a business has one license for each employee, and one of those employees leaves, is it against the TOS to have that employee's replacement use the former employee's license?

This is not a transfer of the license (the business still owns it), and it is not "sharing" the license; there is a full license fee being paid for each employee.  I have not seen this question fully addressed.

That is what I am trying to do here -- ask the question to an Adobe representative. I don't know why this now says: "assumed answered," when the question was not answered. 

It's a straightforward question -- this is either OK in the license terms, or it's not. Where is someone from Adobe who can answer this?

With CC for teams, the admin can control the Adobe ID entitlements.

This is a community forum, not a place where Adobe representatives wait. You MIGHT be lucky but you really need to contact Adobe enterprise sales (not retail sales or customer service, they know nothing about this).

You should get Team or Enterprise licenses, which are designed for your business need. Retail licenses are associated with an Adobe ID and managed by the person who logs in.

Thank you, I am aware of those options, I've been looking into them. But that does not answer the question I originally asked about a business that owns individual licenses, and what the terms of those individual licenses are.

This is what I would like to have clarified. The business is the owner of all the licenses. So, under the terms of the Individual License (owned by the business), after DesignerD resigns and leaves the company, is it within the license terms for the replacement DesignerD to begin using that same license seat?

Hi,

Install : You can install Creative Cloud applications on multiple computers, regardless of operating system.

Activate : You can activate Creative Cloud on up to two computers.

Use : You can use the software on one computer at a time.

If you respect this terms ,If an employee leave ,another one can use his credentials .

This is how I have interpreted it concerning an employee who is no longer with he company -- is there someone from Adobe who can confirm this (or let me know that it is not correct)?
