Is it possible to have a single Photoshop monthly subscription without any these additional services? I only need Photoshop, the app.
Lightroom, Lightroom Classic, and the 20GB of cloud storage are drawbacks and feels like a tax to me.
Sure you can get a single app of Photoshop for $21 per month (annual plan) or $31.50 per month (month-to-month plan). But why would you pay the higher price for just Photoshop when you can have the entire Photography bundle for $10 per month? Bundled pricing is deeply discounted. It doesn't get any cheaper than that.

No... but you don't have to install anything besides the Cloud manager and Photoshop
You do NOT want just a Photoshop subscription... it is twice the price of the special photography plan

The tax to me is a Single App Photoshop subscription for twice the price of a Photography Plan.
As the others have said, get the Photography Plan and, if you really have zero interest in Lightroom and Cloud storage, then ignore them. Just install Photoshop.

Single App Photoshop has always been around twice the Photography Plan.
The Photography Plan began life as a temporary Black Friday promotion aimed specifically at photographers in Feb 2014 which was made permanent a few months later. Now it looks odd compared to the Single App prices but offers excellent value, even if you don't need Lightroom.

Product X costs $$ but then the store has a special for $
You buy product X for $ instead of $$ and you are happy... and the owner hopes that while you are in the store you buy more products

When I first heard about the Photography plan, I was told the Photoshop in it was not a full version, i.e. less functionality than the 'proper' Photoshop.
Anybody know if that's the case?

That's definitely not the case. The Photoshop that comes with the Photography plan is the same full fledged Photoshop that comes as a stand alone product or together with the other apps in the all apps plan.
The price difference comes mainly from marketing and the 20Gb cloud space (standalone/all apps is 100Gb).
In addition with the countless numbers of digital photography users, there is much more potential as with the other programs.
