Pin Layer Index

I would love if I could pin my guide layer to the top layer of my composition as Layer 1. As I bring in footage and elements it moves down.  I'm sure people also have reasons to pin things to the bottom, or multiple layers in multiple places too.

...Adobe will literally never do it.
