Guys, from what I understand you still have to trigger Creative Cloud to download the very latest version. So not just the latest version that is displayed within the beta section.
Update manually 1. Open Creative Cloud
2. Open Beta apps within the left menu bar
3. Uninstall any previous installed beta versions of Photoshop (Beta)
4. Don't install Photoshop (Beta) yet
5. Click on Updates within the left menu bar
6. In the top right corner click on Check for updates (it will now find new versions of Photoshop Beta and Media Encoder Beta; or at least it does for me)
7. Install the now actual latest version of Photoshop (Beta)
Check Photoshop (Beta) version 1. In the top menu, go to Help, System info...
2. In the first line it will say Adobe Photoshop Version: 24.6.0 20230520.m.2181 (if it says m.2174, you don't have the latest version which is required to use Generative Fill)
I'm on Mac OS. Could it be you're on Windows and Windows is behind on updates? Could you try to install Photoshop (Beta) and then go to Updates to Check for updates (to see if the latest-latest version only is found if there is already a previous version installed)?

@Joseph300299339a87 Just curious: Can you open a new project (transparent background) and within the project make a selection. Does it still grey out the Generative Fill search bar?
Just assuming: It might have to do with the version of everyone's OS. They probably made Generative Fill available for the lastest version of Mac OS first and now they're making it work for older versions (and Windows) as well?
Seems like the only logical explanation. It still works for me (latest Mac OS update, latest manual Photoshop update).
I had my Adobe account linked to my gmail account. In my gmail account I had my birthdate set as private. I updated it to be public and then generative fill became available. I hope that helps.
