I can no longer set leading for individual lines.

I can still use leading if the entire text block is selected. But, if I highlight a single line to adjust the leading, it does not work.
The text I am working with is centered, and the individual lines have different type sizes.

I just tested and it's working fine for me. I can change the leading for one line.

 

 

Leading is a character setting, so the characters have to be selected. Here I have the same setup, except that I changed the leading for the last two words in the line from 60 to auto. Then I made one letter larger. With auto-leading, the line goes to the largest character.

 

 

That character could be a space or an invisible character such as a pilcrow, which is what might be happening for you. One thing that will cause your issue is if you have (for instance) a space with autoleading and a larger typesize, so that's the first thing to check for.

 

 

If you can't find it, do a select all (type tool) and change the leading to a specific amount to clear all autoleading. Then see if it works to change individual lines.

 

You might copy the Type layer first so you can return to the original if it does not.

I think I followed your directions as posted, but, still cannot adjust leading of individual lines.  For this project, I am just going to make individual text layers and space them manually.  I don't know what's up with PS.  I have subscription version 23.4.2, on Mac OS 12.5.

More complex typography is best done in InDesign or Illustrator, but if you have to do it in Photoshop, maybe try setting each line as a separate text object, and positioning them manually.
