Drop downs in Track Matte Key not responding

I cannot use the drop down menus in the Track Matte Key effect to select my matte layer or the composite using. The program will not allow me to select a layer number that has the matte key effect.

Please make sure that you're applying the effect properly. Let's saying you're filling text on layer 2 with what's on layer 1.

Apply the effect to the clip on layer 1 and then point the matte to drop box to layer 2.

I am applying the effect correctly Rob. The drop down menus in all effects will not make a selection. So if I want to choose what layer has my matte effect clip on I cannot select layer 3 in the drop down. I cannot make a selection in a drop down on my BRAW clips in the effects control panel either. There seems to be a bug in Premiere.
