Easiest way to do closed captioning in Premiere Pro CS6?

I am editing a short informational video that includes someone giving verbal instructions of how to create something. On my previous video project, I hand typed every word that was spoken and created my own rough version of closed captioning. I know there is an easier way out there, but I am not sure where to look. Can someone please help? I would prefer a way that doesn't cost money if possible. 🙂

When going to DVD/TV, closed captions require very specific formats. Are you intending to burn the captions in or to create a sidecar file so the viewer can turn them on or off on Youtube/Vimeo etc?

The task you are asking about is "transcription." There are many paid services that do this. PR does not have speech to text at this time. A now popular option is to upload the video to Youtube and let it do the captioning. Then you clean up the transcription and download a file of the captions.
