I would like to ask how to use Premiere pro to make this kind of halfton subtitles

The left part (red),

This looks like each word has a separate halfton

Premiere cannot generate halftone, you will have to make this in Photoshop.

It is true that the current Promiere Pro cannot make such a halfton style by itself.
Each word of this subtitle has its own separate Halfton (like a gradient).
So I don't think it was done with Premiere Pro.

Thank you both.

Make a feature request (the old legacy titler could do this!)

There are several ways to achieve this, but as @Ann Bens mentioned, you would need to create your hafltone texture or find one online.

Check the below GIF for a basic way to do it. You have tons of controls, mess around with it till you get the look you're looking for.

I know you can do masking but OP wants each letter (not text) the same halftone. So that will involve a lot of work.
