Richard is correct. You are zoomed in too far.
Under the Program monitor wrench icon, uncheck "Show Audio Time Units." This setting is letting you zoom in past the point of where you can make edits.

Hi. I've tried adding the attachment again. Essentially it's just me attempting to cut a sequence in a specific place, but Premiere Pro not having it.

How zoomed in are you on the timeline? Are you trying to cut to less than one frame

Hi. It's letting me cut at around 0.066 of a second intervals. So much longer than a frame.

so there is no way to trim video to a very precise point of an audio timeline? like to a millisecond or something like that? it's fast but i can see that the video clip does not start at the beginning of the beat.

Video is ALWAYS frames per second ... and only complete frames. There are no "partial" frames allowed, period.
You can move the audio track by milliseconds if you choose, but that is in relation to the video tracks.
Understand, no one has ever done this, so you've never seen any other video or movie with that done. Has that been a problem watching it?
