Window with Header Bar - Always Backgrounded?

I've been working with rearranging panels and windows in my custom workspace. I find the behaviour of the window with the header bar very frustrating.

 

This window always remains in the back - there is no way to foreground it. It does not move to the foreground as one expects when one selects / activates a window. In fact, there appears to be no way to move this window to the foreground. The only way to access it is to minimize  / resize other windows.

 

This behaviour is particularly frustrating because the export window / dialog / options are only accessible in this window, and yet it is always underneath other windows with no way to call it forward (the old export dialog was foregrounded, naturally, when you selected the export function).

 

I am trying to fathom the design intention behind this. Any insight appreciated.

Kevin, further follow up with some clarification of the issues that this is tied into (documention, forum purpose, etc.):

 

re: documentation about the header bar

 

- There's still no way to restrict search to the User Guide for Premiere Pro; search gives you a list of links with difficult to discern sources

- Search for the "header bar" leads to the import and export guide. “Import and Export” is not the place I’d expect to find information about the header bar (which is described mainly as a navigation tool).

- The “Import and Export” Guide announces anachronistically “Premiere Pro v22.3 introduces a new import and export workflow, along with a unified header bar.”: While version information is critcally needed throughout all of the guide, this particular reference seems unhelpful (has it changed since?); if this is the way Adobe is going to list relevence version information, why is it done for this feature but not others?

- The header bar is described “a centralized navigation within Premiere Pro, connecting the core phases in the video editing process” etc., no information is given as to its behaviour with other windows (ie. I have no way of knowing if the behavior I have described is a bug or expected behavior). The header bar seems to exhibit some sort of "main window" characteristic which is not acknowledged.

 

There's an important unrelated issue on that guide page. At the bottom there is this:

I will note once more that Adobe makes very ambiguous use of the forums here - the link provided by Adobe is followed by the statement “We would love to help you out”. This directly implies that Adobe will help those who post to this forum, when in fact that is not unambiguously the case.
