I do not believe there is a limit, but I have no idea why sometimes the complete caption track does not translate. Here's my response to a user with this issue just 2 days ago.

She found a workaround. The forum translation of her response: "I cut the video where the subtitle translation stopped. I put this piece of video in another sequence, I transcribed, asked for the subtitles and then the translation and then miraculously, the second part was finally subtitled."
I don't think it needed to be re-transcribed if the transcription was of the source file. Just create the new sequence from the same video file with the in point at the place the translation stopped. Create captions and try the translation on that part.
I am conducted a few experiments, which are not great because my one hour test worked just fine. My test sequence is from a single clip that is just under one hour long. It happens to have 3 languages, but I am transcribing only the English channel 1. I create captions using the default Subtitle settings. I translate using the default settings to French. The source is "English (Auto-detected)."
The steps I see (via screenrecording) are Preparing captions (10%), Uploading captions (30%), Translating (50% for the entire time), Downloading Translation (70%), and Processing Translation (90%). The entire caption track was translated. I placed a clip and sequence marker at an arbitrary location to test translation of part of the sequence - at 32:00:00.
Each of these also worked to create the "missing" captions.
I created a new sequence with the correct settings (HD 25fps). I opened the original clip in the source monitor, changed the in point to the marker, and added that clip to the new sequence. Since the source transcription was already done, I created captions, then translated them to French. The progress was very fast, so I'm suspecting it used the already created captions.
I made a static transcript of the sequence, deleted the previous 2 caption tracks, created English captions, and translated those to French.
