The reason is the image profile is Greyscale.
Once you open the image in Photoshop go to Image>Mode and select RGB Color, then the filters should work.

Another thing you can do with the Perspective Crop Tool in order to keep all the image is to:
1. draw out your crop around the object or fence in this case
2. extend the borders of the crop by dragging each side just outside of the image

If you updated Photoshop recently, then perhaps a Photoshop preferences reset will set things staight.
Even if you haven't maybe something in the preferences file has become corrupted.

A couple of ways:
1. Draw out your path, select the painting tool you wish to stroke the path with and press Enter/Return
2. right click on the path in document area and click Stroke Path
can also be done by right clicking on the Path thumbnail in the Paths panel or from the Paths panel fly out menu
Be aware there is bug where when picking the tool from the stroke path dialog so you might get the stroke from a different tool.
You can also apply a stroke to a path by drawing it out as a Shape or turning your work path into color fill/shape layer as described in this thread:

Unfortunately, when Adobe removed 3D from Photoshop, Lighting Effects was of the filters that got axed.
You can download Photoshop 22.2 that has full 3D functionality including Lighting Effects.

Generally Macs won't boot an operating system that is older than the one they shipped with from Apple.
For your 2019 iMac i believe it shipped with macOS Mojave 10.14 when purchased from Apple.
It may have shipped with macOS Catalina as well if it's later in the 2019 model year when macOS Catalina was introduced.
So you can put macOS Mojave on the external drive, install Photoshop CS5 and see if it runs satisfactory on Mojave.
Photoshop CS5 won't install on macOS 10.15 Catalina, so if Mojave won't boot on your IMac, there are other avenues like using a virtual machine software like Parallels

Mac OS 8.6 circa 1999 is a totally different architecture than Mac OS X and MacOS and won't boot/run on your iMac without using a virtual machine.
Photoshop 6 is the newest version that runs on Mac OS 8.6

The layer selected in your screenshot is Channel Mixer Adjustment Layer and that's why your getting circle with slash cursor with the Remove Tool.
You can create a new blank layer at the top of the layer stack, then in the tool options for the Remove Tool check Sample All Layers.
The Remove Tool should then work on theat new blank layer.

Like this cursor that the red arrow is pointing to?
If so, that means the layer selected is not a pixel layer that can be modified by any painting tools because it might be a Smart Object, Adjustment Layer, Text layer, etc

For Photoshop CS3 (ps ver 10), there is no way to activate it because Adobe shutdown the activation servers, so you would only get thirty days before it would come up with the needs to activated to continue using message.
Same goes for Photoshop CS (ps ver 8.0) on the Windows side and Photoshop CS2 (ps ver 9.0) on both Mac and Windows.
For PSE 10 and 11, even though they may not require activation/sign in at install like say PSE 2024, they will still silently activate when you start them and your internet is connection is on.
PSE 12 and newer definitely require sign in (activation) just like newer PSE versions like PSE 2024.
There are also many regional aspects to activation, so while a version PSE may require activation in one country, in another it may not. Also some versions differ depending whether you bought/downloaded it electronically as Adobe used to call it or bought a cd/dvd fro third party reseller.
Only Adobe knows all the variables when it comes to how or if any of their software needs activation or calls home.

I have Dr Browns Services 2.31 installed on a 2022 Mac Studio (M1 Silicon) with Photoshop 2025 (ps ver 26.3) and Bridge 15.0.2
Then i replaced the Image Processor Pro 2.3.1 with a more updated version 3_2b5 from here:

How are you loading the Brushes into Photoshop?
With the Spring 2024 Brushes i had success both just dropping the Spring-Brushes-2024.abr into the Photoshop 2025 shortcut in the Dock and using Import Brushes from the Brush Picker fly out menu.
This is with Photoshop 2025 (ps ver 26.3) running macOS Sequoia 15.3.1 on a 2022 Mac Studio.

What version of macOS is on your 2019 iMac?
Photoshop CS5 won't install on any macOS newer than Mojave 10.14.x, because Apple dropped suport for running 32 bit applications in macOS Catalina 10.15 and newer.

Photoshop CS5 uses a 32 bit installer.
In addition should you decide to install Photoshop CS5 on macOS 10.12 Sierra or newer you need to follow the directions

Go to Apple>System Settings>Privacy & Security>Full Disk Access and make sure Adobe Photoshop Elements Editor is on the list.
If it's not you can add it by navigating to
Applications/Adobe Photoshop Elements 2024/Support Files/Adobe Photoshop Elements Editor.app
If you cancel your subscription and then uninstall Photoshop and Lightroom, it would probably be best to reinstall Photoshop Elements 2024.

In Photoshop with the Move Tool selected and under Select additional Move Tool options, uncheck
Show layer bounds on hover and Show hover bounds from Layers

If on your Mac you go to Apple>App Store, click on your name in the lower left hand corner you should then get a list of installed and/or available applications you've purchased or downloaded from the app store.
Under where it lists Adobe Photoshop Elements 2025 (or other version) to the right of the Open button, click on the three little dots and you should see Delete App

Did you buy Photoshop Elements 2025 from Adobe/third party retailer or through the Apple App Store?
For a Photoshop Elements install not from Apple, there should also be a shortcut to the Uninstaller in the Photoshop Elements Application folder.
For example, for Adobe Photoshop Elements 2025 it would be in

The latest update for Photoshop Elements 2023 is 2023.1 as listed here, so check if you already have the update:
